DIMMs (DRAM) themselves do not automatically slow down. The DRAM speed-down mechanism is not triggered by the DRAM itself, but is managed by the controller in the system. When the system temperature is too high, the motherboard or CPU may adjust the parameters of the memory controller or reduce the clock frequency of the entire system to reduce heat generation and protect the hardware.
